科學、技術與創新是亞洲快速發展與進步的重要驅力之一。新的知識與技術不僅能增添人們的經濟與社會福祉,也被期待能解決當前我們共同面臨的課題,如氣候變遷的調適、災害防治、人口高齡化的衝擊因應、環境保護、天然資源的保存、傳染病的控制等等。無論國內外,群眾皆對科技與創新帶有很高的期許。然而,科學研究與技術創新不僅常是昂貴的活動,其成果是否可期,也帶有很高的不確定性,使個別國家往往難以單獨支撐這些活動。科技政策的制定雖然屬一國的內部事務,但在當前的趨勢下,也有國際合作的一面。

本次亞洲創新論壇安排三個相互關聯的場次。第一場次以亞洲國家科技政策的願景出發,期能透過廣泛的對話,使亞洲國家能彼此交流與學習;對我國而言,則希望藉由他國經驗的汲取,做為我國制定科技發展政策之參考與借鏡。其次,在民主化的氛圍下,科技的發展與相關政策的制定,不再是國家專屬的權力,市民社會的參與及支持也極為重要。第二個場次因此探討科技與社會的對話,探討不同國家在面對新興科技議題時,與市民社會的互動情形。最後,有鑒於國家資源有限,當前各國無不關注科技政策與計畫的管理機制,以使資源的配置及利用能發揮效益。第三個場次因此以政策與計畫的管理為主題,探討政策與計畫過程中,主要階段的評估與考核。

本次會議希望能促進亞洲科技政策智庫間的關係,希望藉此增進國際能見度,從而提升我國在科技政策相關事務上的影響力。
